2nd Board Meeting

board The 2nd Board of Directors’ meeting of Public Private Partnership Authority (the “Authority”) was held on 25th October 2019 under the chairmanship of Makhdum Khusro Bakhtyar, Minister for Planning, Development & Reforms. All members of the Board were present along with special invitees in the meeting.

Several agenda items were presented to the Board for consideration however, pursuant to one of the important agenda presented by the Chief Executive Officer/Secretary of the Board pertained to the three infrastructure projects to seek approval for development and further structuring of these projects. The Board of Directors considered the proposals of three infrastructure projects, deliberated upon the different aspects and after hearing of the implementing agencies concerned granted approval of the following three infrastructure projects:

(a) NUST Teaching & Research Hospital – a project of NUST University, Islamabad;
(b) Sukker-Hyderabad Motorway Project; and
(c) Karachi Northern By-pass Project - the projects proposed by National Highway Authority.

The Board of Directors’ authorized the Authority to formally take up those infrastructure projects, develop and structured them in accordance with the provisions of the Public Private Partnership Authority (the, “PPPA”) Act, 2017, provide advice, coordinate with the implementing agencies and fulfil all the codal formalities as envisaged under the PPPA Act, 2017, subject to the final approval by the Board.

While granting approval for development and structuring of aforesaid projects, the Chairperson added as a policy note that private investment is an essential element in the overall growth of the economy, introduction of innovative solutions providing efficacious use of costs and expenditures in the implementation of the projects, creation of new job opportunities and most of all bridging the infrastructure gap and deficit of the Government. He also noted that the Authority should expedite in its efforts for achieving the developmental goals set by the Government of Pakistan through private investment.


First Board Meeting

boardPublic Private Partnership Authority has been established by Government of Pakistan in accordance with the provision of the Public Private Partnership Authority Act 2017. By virtue of Section 6 of the Act a Board of Directors of the Authority has been constituted. First Board of Directors meeting of PPPA was held on 24th May 2019 at Q-Block, Pak Secretariat, Islamabad.
The Board of Directors meeting was chaired by Honorable Minister for Planning, Development & Reform as Chairperson of the Board. The other ex-officio members were also present.

During the meeting the Chief Executive Officer Mr. Muhammad Tanvir Butt gave a detailed power point presentation to the Board regarding establishment of the PPP Authority, its functions, mandates and its role and steps prescribed by the Act in approval of the PPP projects at different stages. Various other matters such as drafting and approval of procedural rules of the PPP Authority were also discussed in depth. Budget of the PPP Authority was also laid down before the Board of Directors, which was approved.
The most important decision taken in first Board of Directors meeting was the approval granted by the Board to NUST for initiation of procurement process for its National Science and Technology Park Project under Public Private Partnership modality. It is important to note that PPP Authority has been fully engaged with NUST in development, financial and legal structuring of this PPP Project.
The Chief Executive Officer also apprized the Board of Directors that the PPP Authority is also engaged with many other implementing agencies in development of their various infrastructure projects under PPP modality, which will be presented before the Board of Directors for approvals in due course of time.
